Cindy Munn is chief executive officer of the Louisiana Health Care Quality Forum (LHCQF), and the leader of the Employer Coalition of Louisiana, an initiative formed by and under LHCQF in 2022. The LHCQF serves as the state of Louisiana’s Health Data Utility, providing population health and analytics reporting to the Louisiana Office of Public Health, managed care organizations, and purchasers, and presenting clinical data to providers at the point-of-care.

An experienced healthcare leader of more than 25 years, Cindy has led the launch, direction, and growth of the Employer Coalition of Louisiana since its establishment. The Coalition is an employer-led, multi-stakeholder coalition committed to providing quality, price, and cost transparency across the healthcare ecosystem, and collaborating with stakeholders to align payment with high-value medical care.

Cindy played an integral role in the development and advancement of the Coalition’s Guiding Principles, which include:
• We all share responsibility for the health care affordability crisis.
• We don’t have malicious leaders in healthcare; we have good people working in a fragmented system.
• Through collaboration, we can align payment with high-value medical care and create better health.

Cindy currently serves on the executive committees of the National POLST Collaborative and the Baton Rouge-based Bridge Center for Hope Boards of Directors. Cindy is co-chair of Ellevate Louisiana’s Health and Wellness Policy Committee and a member of the Cancer Advocacy Committee. She is a member of the Rotary Club of Baton Rouge and has been a CASA volunteer for four years.

She holds a Bachelor of Science degree in Medical Technology from Louisiana State University and a Master of Science degree in Health Administration from the University of St. Francis.
