Elizabeth Mitchell is President and CEO of the Purchaser Business Group on Health (PBGH). PBGH is a nonprofit coalition representing nearly 40 private employers and public entities across the U.S. that collectively spend $350 billion annually purchasing health care services for more than 21 million Americans and their families. In partnership with large employers and other health care purchasers, PBGH initiatives are designed to test innovative operational programs and scale successful approaches.

As leader of PBGH, Mitchell advances the organization’s strategic focus areas of advancing quality, driving affordability and fostering health equity, leveraging her extensive experience working with health care purchasers, providers, policymakers and payers to improve health care quality and cost.

Mitchell currently serves on the board of California’s Office of Health Care Affordability, a decision-making body charged with setting the statewide and sector-specific spending targets, among other responsibilities. She previously served as Senior Vice President for Healthcare and Community Health Transformation at Blue Shield of California, during which time she designed Blue Shield’s strategy for transforming practice, payment and community health. Mitchell also served as the President and CEO of the Network for Regional Healthcare Improvement (NRHI), a network of regional quality improvement and measurement organizations.
