Thomas Woodruff is Director of the Healthcare Policy & Benefit Services Division of the Office of the Connecticut State Comptroller. The Division is responsible for investment policy and administration of the state’s $6 billion dollar defined contribution retirement plans as well as the employee and retiree medical, dental, and pharmacy benefit programs for over 260,000 employees, retirees, and family members . Since 2011 the Healthcare Plan has used Value Based Insurance Design to improve quality and lower cost of care to the state and over sixty municipal groups . Dr. Woodruff has been a member of the State’s Steering Committee for the SIM initiative. Dr. Woodruff’s focus is on the application of behavioral economics to payment reform models and value based insurance design. He has a faculty appointment at the Center for Quantitative Medicine at UCONN Health.
