Jeffrey Townsend brings 25 years of experience to the healthcare coalition sector. At HealthCareTN, he has developed and led major flagship projects, including the Transparent PBM Contract, the Data Integrator Analytic Tool and Warehouse, and the College for Value Based Purchasing, as well as various services for its subsidiary, HealthCare 21 Solutions. An expert facilitator, Jeffrey regularly leads workshops for employer plan sponsors focusing on Value-Based Purchasing, Specialty Rx, Social Determinants of Health (SDoH), and fiduciary responsibilities.

As a leader within the multistakeholder coalition, he has built critical partnerships across the Tennessee market with brokers, point solutions, health plans, and health systems. Jeffrey leads initiatives centered on quality assessment and cost reporting and has directed HealthCareTN’s legislative and policy programming since 2021.

With so much experience at HCTN, Mr. Townsend also participates in the leadership vision and direction of HealthCareTN.

In addition to his healthcare leadership, Jeffrey administrates an accredited Classical Christian High School program supporting families engaged in home-centered education.
